He was assigned to Offutt Air Force Base in Omaha, Nebraska where he met his wife, Tiphanie.

From 1997 to 2000 Carter worked as a corrections officer for the Douglas County Sheriff's Department in Omaha. He returned to Alabama to work in corrections for the Shelby County Sheriff's Office. From 2002 to 2007 he worked as an officer in the Leeds Police Department, then as a detective, sergeant, and member of the Special Response Team at the Fairfield Police Department. The 31-year-old suspect then grabbed his gun and began firing at the officers. Both were struck, and one of the suspects was wounded by return fire. All three were taken to UAB Hospital where Carter was pronounced dead and Allums spent nine days in intensive care for a critical injury. A second 18-year-old suspect was taken into custody at the scene but later released without being charged. Another suspect is sought. The Alabama Law Enforcement Agency is investigating the incident.
