Allan Rice was Hoover City Administrator from November 2016 to August 1, 2023.

Rice earned his paramedic certificate and bachelor of science in nursing at UAB in 1995, and later completed and a master's in public-private management at Birmingham-Southern College in 2006.

Rice worked as a trauma and flight nurse, and joined the Hoover Fire Department in 1992. In 2007 he left to serve as executive director of the Alabama Fire College in Tuscaloosa. He also served a term as president of North American Fire Training Directors Inc., and was appointed to the Alabama Firefighters' Personnel Standards and Education Commission in 2022.

While City Administrator for Hoover, Rice helped to organize the Cahaba Solid Waste Disposal Authority. He also served by appointment on the Hoover Planning Commission and the Hoover Healthcare Authority, and on the board of directors of Leadership Hoover. He resigned from those positions shortly after sharing a social media post critical of Hoover Police Department chief Nick Derzis in June 2023.

Rice was succeeded by Ken Grimes.
