Christopher Tyler Burks

Christopher Tyler Burks (also known as Chris Burks; born 1987) is an urban policy scholar, professor, planning commissioner, and consultant in Birmingham.[1]

Burks is a visiting assistant professor of political science at Samford University in the Howard College of Arts & Sciences. His research focuses on regional governance in the Birmingham Metropolitan Area. He teaches courses in American politics, law, policy, planning, and administration.

Burks was appointed to the Birmingham Planning Commission by the Birmingham City Council on Aug 22, 2023. He serves as a commissioner implementing the Birmingham Comprehensive Plan and coordinating public and private development in the City of Birmingham, including its transportation network, community facilities, and the arrangement of land uses. Burks is a member of the Zoning Advisory Committee of the commission.[2]

Burks serves as president of the Alabama Chapter of the American Society for Public Administration (ASPA).[3] He also serves on the Young Alumni Council of the University of Alabama at Birmingham (UAB).[4]

Burks is the founder of Urban Analysis, a management consulting firm in Birmingham.[5] He worked as a consultant and public policy analyst for Birmingham City Councilor Darrell O'Quinn on several transportation projects from 2018-2019 such as writing the request for proposals (RFP) for the public ridesharing service Birmingham On-Demand.[6]

Burks is completing a Doctor of Philosophy (PhD) in public administration and policy at American University in Washington, D.C.[7] Previously, he graduated from UAB with a Master of Public Administration (MPA) in 2018, and from Florida College with a Bachelor of Arts (BA) in 2009. Burks graduated from Homewood High School in 2005.

Burks is active in community service and civic engagement. In addition to his current roles, he previously was elected as the vice president of the Five Points South neighborhood association in 2023. Burks served on the board of directors for the UAB MPA Alumni Society from 2018-2020 and on the MPA Advisory Board supporting reaccreditation with the Network of Schools of Public Policy, Affairs, and Administration (NASPAA) in 2021. Burks advised the 2019 City Center Master Plan Steering Committee, and he served on the Southside Community Framework Plan Implementation Committee. Burks served on Mayor Randall Woodfin's Transition Team on Transparency & Efficient Government in 2018, and on Mayor William Bell's Task Force on Preserving Dynamic & Diverse Neighborhoods in 2017. Burks is a member of several state and local associations: YMBC Civic Forum, Birmingham Historical Society, Alabama Rivers Alliance, Alabama Arise, Alabama Citizens for Constitutional Reform, and ULI Alabama which is the Alabama Chapter of the Urban Land Institute (ULI).
